TASMANIA ==================================================================== HOUSE OF ASSEMBLY ==================================================================== THE TWELFTH PARLIAMENT ELECTED 20 JANUARY 1897 ==================================================================== The Twelfth Parliament was opened on 9 March 1897 and expired on 26 January 1900. Biographies of elected members are from Bennett and the Tasmanian Parliament website. Preference distributions in Hobart and Launceston are taken from the Hobart Mercury and the Launceston Examiner respectively. I have checked the figures in Hughes and Graham against the newspaper reports, which has enabled me to correct a number of errors. Where there are only minor differences between Hughes and Graham's figures and the newspaper figures, I have used Hughes and Graham. I have calculated all percentages myself, since there are numerous errors in Hughes and Graham. Unfortunately, Hughes and Graham give only candidate initials. Candidate full names have been sourced from newspaper reports. Summary -------------------------------------------------------------------- In 1899 there was a partial redistribution of seats. The two-member seat of Devon East was divided into Devonport and Latrobe. The two- member seat of Kingborough was divided into Kingborough and Queenborough. The two-member seat of Wellington was divided into Waratah and Wellington. More importantly, the three two-members seats in Hobart were merged into one District of Hobart, electing six members, and the two two- member seats in Launceston were merged into one District of Launceston, electing four members. Elections in these Districts were conducted by the Hare system of proportional representation – the first use of this system anywhere in the world. This was largely the initiative of Attorney-General Andrew I Clark, and the system later came to be called Hare-Clark. The continued rapid growth of the mining towns on the west coast of Tasmania led to the creation of a new District of Lyell. The election of a member for this District was held in April 1899. The Braddon Ministry was returned with 19 supporters, to 13 Opposition supporters and five unaligned members. Of the 13 Opposition members, eight were elected unopposed, suggesting that the Ministerial party could have had a bigger majority if they had contested every seat. In October 1899 the Braddon Ministry was defeated on a vote of confidence by 18 votes to 17. Elliot Lewis then formed a government, and dissolved the Parliament in January 1900.
