QUEENSLAND ==================================================================== LEGISLATIVE ASSEMBLY ==================================================================== THE FORTIETH PARLIAMENT ELECTED 27 MAY 1972 ==================================================================== The Fortieth Parliament was opened on 1 August 1972 and dissolved on 2 November 1974. This report includes enrolment figures, lists of polling places, and full names and party affiliations of candidates. Summary -------------------------------------------------------------------- Joh Bjelke-Petersen led the Coalition parties to a sixth consecutive victory at this election, with no change to the party position. Although Labor polled 46.5%, its best result since before the 1957 split, it was unable to translate this into seats. No sitting Coalition member was defeated. DLP preferences again flowed heavily to the Coalition, allowing the Liberals to hold five marginal seats with margins under 2.5%. One disendorsed Labor member was re-elected as an independent. Labor blamed the "gerrymander" (actually a malapportionment) for its defeat, but in fact the Coalition would have won a majority of the two-party vote if all preferences had been distributed. The real cause of Labor's defeat was its inability to win seats in the Brisbane suburbs, the fastest-growing part of the state. The 1971 redistribution again divided seats into four zones with different enrolment quotas, as follows: * South-Eastern Zone: 47 seats with 620,826 voters and an average enrolment of 13,209. * Country Zone: 15 seats with 150,815 voters and an average enrolment of 10,054. * Provincial Cities Zone: 13 seats with 171,219 voters and an average enrolment of 13,170. * Western and Northern Zone: 7 seats with 54,488 voters and an average enrolment of 7,784. The average enrolment for the state (997,489 divided by 82) was 12,165. If the principle of one-vote-one-value had been applied, the allocation of seats would have been: * South-Eastern Zone: 52 seats * Country Zone: 12 seats * Provincial Cities Zone: 14 seats * Western and Northern Zone: 4 seats The malapportionment thus gave six extra seats to the Country and Western-Northern zones (where the Country Party was dominant), at the expense of the South-Eastern and Provincial Cities zones (where both the Labor Party and the Liberals won most of their seats). The Whitlam federal Labor government was elected in December 1972, and its centralist tendencies soon made it unpopular in Queensland. At the May 1974 election, at which Whitlam was re-elected, there was a sharp swing against Labor in Queensland. Premier Bjelke-Petersen set himself up as the defender of states' rights, and in October called an early election, which he framed as a referendum on his stand against Whitlam. Alarmed at this prospect, the Queensland ALP dropped Jack Houston as leader, replacing him with Percy Tucker. In April 1974 the Queensland Country Party renamed itself the National Party. This reflected the ambition of Bjelke-Petersen and the party President Robert Sparkes to broaden the party's appeal beyond its declining rural base.
