QUEENSLAND ==================================================================== LEGISLATIVE ASSEMBLY ==================================================================== THE THIRTY-SIXTH PARLIAMENT ELECTED 28 MAY 1960 ==================================================================== The Thirty-Sixth Parliament was opened on 23 August 1960 and dissolved on 19 April 1963. Party affiliations are from Hughes and Graham. The 1959 redistribution -------------------------------------------------------------------- The Coalition government's Electoral Districts Act of 1958 enlarged the Legislative Asembly to 78 members. The 78 Districts were distributed among three zones: * The Metropolitan Zone, which was allocated 28 Districts. The Act prescibed that this Zone should correspond to the City of Brisbane. * The Provincial Cities Zone, which was allocated 12 Districts. The Act prescribed that Ipswich, Rockhampton, Toowoomba and Townsville should each have two Districts, and that Bundaberg, Cairns, Mackay and Maryborough should each have one District. * The Country Zone, comprising the rest of the state, which was allocated 38 Districts. The Act abolished the distinction made by Labor's 1949 redistribution between country seats in the north and west of the state (which were given much smaller enrolments) and those in the south-east. At the time of the 1960 election, the 28 Districts in the Metropolitan Zone had 339,523 enrolled voters, for an average enrolment of 12,126. The 12 Districts of the Provincial Cities Zone had 156,680 enrolled voters, for an average enrolment of 13,057. The 38 Districts of the Country Zone had 335,195 enrolled voters, for an average enrolment of 8,821. This meant that the Country Zone, with 40.3% of enrolled voters, elected 48.7% of members. The 1959 redistribution abolished the Labor seats of Bremer, Fitzroy, Ipswich, Keppel, North Toowoomba and Townsville, the Country Party seats of Darlington, Marodian, Nash and Southport, the Liberal seats of Buranda, Chermside, Coorparoo, Fortitude Valley, Kelvin Grove and Toowoomba, the Qld Labor seats of Belyando, Carpentaria, Charters Towers, Haughton and Rockhampton, and the independent-held seat of Mundingburra, or 22 in total. It created 25 new seats: Albert, Ashgrove, Aspley, Belmont, Bowen, Burke, Burnett, Chatsworth, Greenslopes, Gympie, Hawthorne, Ipswich East, Ipswich West, Logan, Nudgee, Recliffe, Rockhampton North, Rockhampton South, Salisbury, South Coast, Toowoomba East, Toowoomba West, Townsville North, Townsville South and Wavell. Summary -------------------------------------------------------------------- Premier Frank Nicklin (Country Party) and his Coalition partner Ken Morris (Liberal) won a comfortable victory at this election, with 46 seats in the enlarged 78-member Assembly. Their joint share of the vote, 43.5%, was almost exactly the same as in 1957. The Labor Party increased its vote share from 27.8% to 39.2%, entirely at the expense of the Queensland Labor Party, whose vote share fell from 24.5% to 12.8%. Labor won 25 seats, a gain of five since 1957. The QLP retained only three of the 11 seats it had won in 1957, but (thanks to the redistribution) won Aubigny from the Country Party. Only one sitting Coalition member was defeated by Labor (at Sandgate). Labor had no serious expectations of winning an election only three years after the debacle of 1957, but was pleased to have established its position as the main opposition and reduced the QLP to the status of a minor party. Five QLP members were defeated, including former Premier Vince Gair. Nicklin retained his position throughout this parliament, and made only minor changes to the Cabinet. Morris resigned from the Liberal leadership in August 1962 and was succeeded by Alan Munro. Jack Duggan remained Opposition Leader. Paul Hilton become Leader of the QLP. In 1962 the government enacted the Elections Act Amendment Act, which introduced full compulsory preferential voting in Queensland for the first time. In 1963 the QLP became the Queensland branch of the Democratic Labor Party (DLP), although its state candidates continued to use the QLP label. Two sitting members, Ted Walsh and Herbert "Bunny" Adair, opposed this decision and thereafter sat as independents.
