Summary -------------------------------------------------------------------- Not surprisingly given the events of April 1957, the deeply divided Labor Party was heavily defeated at this election, and Frank Nicklin (Country Party) and Ken Morris (Liberal) formed Queensland's first non-Labor government since 1932. The non-Labor parties gained 18 seats between them, giving them 42 seats in a house of 75, an adequate but not enormous majority. Premier Vince Gair's Queensland Labor Party (QLP) retained only 11 of the 24 seats it took into the election. Labor, led by Jack Duggan, was left with 20 seats, a loss of 29. Both Duggan and his deputy, Dr Felix Dittmer, lost their seats. This was Labor's worst result in terms of seats since 1907, and in terms of vote share the worst since the single-member-seat system was introduced in 1912. Labor suffered from the consequences of its own decisions in office. The abolition of preferential voting in 1942 meant that Labor and QLP candidates could not exchange preferences even if they were minded to. And the zonal system introduced in 1949 now worked against Labor, which retained only two of the ten low-enrolment western seats. Labor lost Charters Towers and Flinders (held since 1893) and Gregory (since 1899). In terms of votes the result was much closer. The Country and Liberal parties won 43.6% of the vote between them, down 3% on their vote in 1956. The two Labor factions won 52.3% between them, a gain of 2.5% from Labor's vote in 1956. It was evident that many non-Labor voters had voted for QLP candidates in the belief that these were best- placed to defeat Labor. But this did not help either faction given their determination to contest all the seats held by their opponents. In a first-past-the-post system, the split in the Labor vote was fatal. In many seats the three parties polled around one-third of the vote each, making the result in terms of seats a matter of luck. It was striking that neither the incoming Coalition government nor the Labor opposition had any members with minsterial experience, while eight former ministers sat on the QLP benches. Duggan had been the only member of the Gair ministry to remain with Labor, and he was defeated. In fact eight of the 11 QLP members were former ministers, all of them except Gair and William Power holding regional seats. It was clear that most of them had been elected because of their personal standing rather than support for the QLP. With all their former front bench defected or defeated, Labor was forced to turn to a backbencher, Les Wood, as its new leader. When Wood died suddenly in March 1958, Jack Duggan returned to parliament via the subsequent by-election, reclaiming the Labor leadership. Both the North Toowoomba by-election, which Duggan won easily, and other by-elections in Flinders and Mulgrave saw sharp drops in the QLP vote, raising Labor hopes that the QLP might quickly fade away and Labor regain its position ahead of the 1960 election. To preclude this, the Coalition government made a redistribution of seats, scrapping Labor's four-zone system, a priority.
