QUEENSLAND ==================================================================== LEGISLATIVE ASSEMBLY ==================================================================== THE THIRTY-SECOND PARLIAMENT ELECTED 29 APRIL 1950 ==================================================================== The Thirty-Second Parliament was opened on 1 August 1950 and dissolved on 6 February 1953. Sources -------------------------------------------------------------------- * Voting figures are from "Details of Polling at General Election", Ordered by the Legislative Assembly to be printed, 2 August 1950. This report includes enrolment figures and lists of polling places. * Names and party affiliations of candidates are from the list published in the Brisbane "Courier-Mail", 4 April 1950. This list, like those published in other newspapers, gave only candidates' initials, not their full names. I have sourced these from local newspaper reports, and (for those elected) from the Queensland Parliament website. The 1949 redistribution -------------------------------------------------------------------- In 1949 there was a major redistribution, the first since 1935, with the Assembly being enlarged from 62 to 75 members. Nineteen seats were abolished or renamed, while 32 new seats were created (see t ables below). The principle of one-vote-one-value had been established by the Kidston government's reforms in 1910, and was maintained at subsequent redistributions. At the 1935 redistribution, 49 of 62 seats (79%) had enrolments within 10% of the average. Five metropolitan seats had anrolments more than 10% above the average, while eight regional seats had enrolments more than 10% below the average. One of these (Gregory) had an enrolment more than 20% below the average. At the 1949 redistribution, principle of one-vote-one-value was abandoned. The state was divided into four zones, each with different quotas for enrolment, as follows: * Metropolitan Zone: 24 seats, total enrolment 283,559, average enrolment 11,815 * South-Eastern Zone: 28 seats, total enrolment 277,751, average enrolment 9,920 * Northern Zone: 13 seats, total enrolment 107,656, average enrolment 8,281 * Western Zone: ten seats, total enrolment 49,719, average enrolment 4,972 This meant that metropolitan Brisbane, with 39% of the state’s voters, had 32% of the seats, while western Queensland, with 7% of voters, had 13% of the seats. If the principle of one-vote-one-value had been maintained, the average enrolment (718,685 voters divided by 75) would have been 9,582. The number of seats in each Zone would then have been: Metropolitan 30, South-Eastern 29, Northern 11, Western 5. The effect of the zonal system was therefore to transfer seven metropolitan and south-eastern seats to the north and west. Since Labor's greatest strength at this time was in the north and west, the new system significantly benefited Labor, mainly at the expense of the Liberals, whose strength lay in the metropolitan seats. Labor and the two conservative parties all increased their seat totals as a result of the enlargement of the Legislative Assembly at the 1949 redistribution, with Labor retaining a comfortable majority of 42 seats to 31. Labor lost three seats to the Country Party but gained one from the Liberals and two from independents. The Liberals increased their vote share but were unable to take any suburban seats from Labor. Labor's vote share rose to 46.9%, but the two conservative parties polled 49.1% between them, and would probably have reached 50% had not three Country Party members been elected unopposed. Labor held on partly by winning nine of the ten seats in the Western Zone and eight of the 13 seats in the Northern Zone, which had lower enrolments. But Labor also won 14 of the 24 seats in the Metropolitan Zone, where the Liberals failed to make gains. Labor strengthened its grip by taking Kedron from the Liberals at a 1951 by-election. Premier Hanlon died suddenly in January 1952. He was succeeded by his deputy Vince Gair. Frank Nicklin remained Country Party leader and Leader of the Opposition, and Tom Hiley remained Liberal leader.
