QUEENSLAND ==================================================================== LEGISLATIVE ASSEMBLY ==================================================================== THE THIRTY-FIRST PARLIAMENT ELECTED 3 MAY 1947 ==================================================================== The Thirty-First Parliament was opened on 5 August 1947 and dissolved on 27 March 1950. This report includes enrolment figures and lists of polling places. * Names and party affiliations of candidates are from the list published in the Brisbane "Courier-Mail", 1 April 1947. This list, like those published in other newspapers, gave only candidates' initials, not their full names. I have sourced these from local newspaper reports, and (for those elected) from the Queensland Parliament website. Summary -------------------------------------------------------------------- Led by Ned Hanlon, Labor won its sixth consecutive victory at this Election. Labor again lost both votes and seats to the Country-QPP alliance, but retained a working majority of 35 seats to 23, with a cross-bench of four. The Country Party gained three seats from Labor but lost one to the QPP. The QPP failed to win any seats from Labor. Hanlon remained Premier througout this Parliament, while Frank Nicklin remained Country Party leader and Leader of the Opposition. Bruce Pie resigned as QPP Leader in February 1948 and was succeeded by Tom Hiley. In July 1949 the QPP became the Queensland division of the Liberal Party. By 1949 there had been no redistribution in Queensland for 14 years. Rapid suburban growth had produced a wide disparity in enrolments. At this election Logan had 17,874 voters while Carpentaria had 6,588. Although the principle of equal enrolments had in theory been observed since Kidston's Electoral Act of 1911, in practice the 20% variation in enrolments permitted by the Act meant that at this election the 20 Brisbane electorates had an average enrolment of 13,460, while the eight most remote seats had an average enrolment of 7,621. The 1949 Electoral Act formalised this situation by dividing Queensland into four zones (Metropolitan, South-Eastern, Northern and Western), with different enrolments for seats in each zone. This arrangement awarded seats to the Northern and Western zones (where Labor held all the seats) at the expense of the Metropolitan and South-Eastern zones (where the Liberals and Country Party had their seats). The opposition parties denounced this as a gerrymander, but in fact it only regularised the existing situation. The result was a major redistribution the year before the 1950 election. The Treasurer, Ted Walsh,was defeated at Mirani. * The QPP won East Toowoomba, which had been won by the Country Party in 1944 but won by Labor at a by-election in 1946. * Labor regained Cairns from a dissident Labor member, but the dissident Labor members for Bulimba, Bundaberg and Mundingburra were re-elected, as was the Communist member for Bowen. * Frank Barnes, elected as an independent at Bundaberg in 1944, contested this election as the Frank Barnes Labour Party, and endorsed 13 other candidates. He was re-elected, but his brother Louis was defeated at Cairns.
