QUEENSLAND ==================================================================== LEGISLATIVE ASSEMBLY ==================================================================== THE ELEVENTH PARLIAMENT ELECTED 18 APRIL TO 25 MAY 1893 ==================================================================== The Eleventh Parliament was opened on 26 May 1893 and dissolved on 22 February 1896 Sources -------------------------------------------------------------------- * Voting figures are from Colin A Hughes and B D Graham, "Voting for the Queensland Legislative Assembly, 1890-1964". * Dates of nomination and polling are from the "Queensland Government Gazette." * Candidates' given names and biographies are from newspaper reports, the "Queensland Government Gazette" and the Queensland Parliament website. * The principal polling places for each electorate are from the "Queensland Government Gazette". Some polling places served more than one electorate. Summary -------------------------------------------------------------------- Supporters of Sir Thomas McIlwraith's composite ministry won a large majority at this election. With the retirement of Sir Samuel Griffith the distinction between Nationalists and Liberals within the majority party disappeared, and the demise of the Liberal party allowed Labour to emerge as the principal opposition party. Ministerial candidates won 42 seats, to Labour's 16. Seven former Liberals were elected as Oppositionists, and there were seven independent members. In October 1893 McIlwraith's poor health again compelled his resignation. He was succeeded by Hugh Nelson, whose ministry retained office until the 1896 election. This was the first election at which "contingent" (preferential) voting was used. The 1892 act provided that where no candidate polled a majority of the number of voters casting formal votes, the contingent votes of all other candidates would be distributed between the top two candidates. As a result, in seats electing two members, I have shown the votes both as percentages of the total number of votes cast and of the number of voters casting formal votes. The use of contingent votes was optional. First, the primary figures given by Hughes and Graham are in fact the figures as they stood after the contingent votes of Hynes were distributed. The correct primary figures (shown here) were given by the "Maryborough Chronicle" (2 May). Second, it is not clear why the returning officer distributed only Hyne's contingent votes, and not also those of Norman, as required by the 1892 Act, since Norman's votes could have elected either Powers or Tooth. But since Norman's votes would have favoured Powers over Tooth, it is unlikely that this changed the result. -------------------------------------------------------------------- Richard Mathew Hyne (1839-1902): Elected 1888. For Ogden, see Townsville by-election. 2. Although Lowry, McKiernan and Ogden were all desribed as Labour candidates, only Lowry was endorsed by the Labor Federation in Brisbane. Ogden was "denounced as a traitor to the Labour cause and renounced by the labour press." ("North Queensland Register", Townsville, 10 May). This did not prevent his endorsement at the 1894 by-election. 3. Since no candidate received 50% of the number of voters casting formal votes, the contigent votes of Lowry and Sparre should have been distributed, and several press references (for example "North Queensland Register", 10 May) indicate that they were distributed. But neither Hughes and Graham nor any newspaper report gives the result of the distribution, except that Philip and Burns were elected. -------------------------------------------------------------------- George Robertson Burns (1845-93) Born 1845, Scotland Career: Engineer on sugar estates.
