Summary -------------------------------------------------------------------- Arthur Palmer's conservative government retained its majority in this parliament, despite increasing pressure for democratic reforms from the liberal opposition led by Charles Lilley. In August 1872 he agreed to a bill which abolished multi-member seats and allowed a fairer redistibution of electorates. He then went to a third election in September 1873.
