Summary -------------------------------------------------------------------- Queensland gained responsible government in December 1859, shortly after its separation from NSW. The Governor, Sir George Bowen, appointed his own private secretary, Robert Herbert, as Chief Secretary, and thus head of the government. (The term Premier was not in formal use at this time.) In the first Parliament, Herbert did not lead a party, but he was essentially a conservative and was consistently supported by the majority of members, who were mostly graziers. Conservative rule in Queensland was maintained through a property franchise which excluded most residents who did not own land. At the 1860 election there were only 4,790 voters on the roll. Also, the electorates were malapportioned to favour the pastoral districts. In Leichhardt (Herbert's seat), 151 voters elected two members, while in the three Brisbane seats, 1,056 voters elected five members. A vote in Leichhardt was thus worth 2.8 votes in Brisbane.
